Senate GOP Embrace Trump's Proposal to Overhaul Affordable Care Act

US senators are meeting during the weekend for the first time since the federal closure began over a month ago, but hopes for a cross-party deal on how to resolve the standoff appeared to recede as GOP senators floated a proposal toxic to Democrats: scrapping the ACA, called Obamacare.

Deepening Impact of Federal Closure

The impact on Americans from the longest closure of the US government in history deepened on Saturday, as government employees went unpaid, carriers were compelled to ground planes and Supplemental Nutrition Assistance Program benefits have been delayed for 42 million Americans.

President's Plan from Florida Resort

As weekend session got started, Republican senators welcomed a suggestion made on online platforms early Saturday by Donald Trump from his golf course in West Palm Beach, for government payments to be substituted by health savings accounts.

"I am recommending to Senate Republicans that the Hundreds of Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.

GOP Endorsement

Multiple Republican senators welcomed the plan, which is similar to a alternative for Obamacare put forward in 2017.

"We will replace this broken system with something that is actually better for the consumer," one senator stated.

Another senator commended Trump's proposal on online platforms, and stood next to a large print of Trump's post as he addressed on the Senate floor.

"I'm writing the bill right now," a third senator posted in response to Trump's suggestion. "We must stop taxpayer money from going to insurance companies and instead give it directly to Americans in health savings accounts and let them buy the medical coverage they want."

Opposition Reaction

Opposition senators expressed concerned reactions to Trump's proposal.

"In other words, Donald Trump's 'concept of a plan' for health care is yet another cynical attempt to eliminate Obamacare," one Democratic senator commented. "This is the same unsuccessful Republican plan that's been rejected by the public and Congress."

Another senator reacted to the criticism of carriers by writing: "Oh, Trump and the Republicans can't stand how the large insurance companies are ripping-off Americans. Really? Then I welcome your support for universal healthcare."

Ongoing Talks

The Senate went into recess without reaching a resolution, but Senate Republican leaders have indicated an openness to an developing plan from a small group of centrist lawmakers to terminate the shutdown in return for a future vote on the Obamacare payments.

One Democratic senator, who is leading the negotiations among moderates, said that Democrats "require another way ahead" after Republicans rejected an offer to reopen the government and continue the subsidies for a year.

Another senior Democratic senator continued in arguing that Republicans should accept a 12-month continuation of the subsidies before discussing the future of the subsidies.

"Inaction is derelict because people will go into debt, people will become uninsured, people will get more ill," the senator stated in a floor speech. "That is what will happen if this Congress fails to act."

Partisan Dynamics

Not one of the Republican senators seemed to address the fact that patients would still need to buy plans from the same insurance companies, or that Republican lawmakers need the backing of eight Democrats to reopen the government, and the concept of repealing and replacing Obamacare with savings accounts is unlikely to earn a solitary Democratic vote.

Several analysts suggested that the essence of such a proposal would remove the ACA's requirement that carriers cover patients with pre-existing conditions.

After his golf outing, Trump went back to his private club and reiterated on his demand that Republicans stop seeking compromise and try instead to repeal and overhaul Obamacare with a version of the proposal that was unsuccessful to garner enough backing in 2017.
